classroom language
I used to find this term difficult, too, until I realised that what they meant is simply that it will be the language used - that's all. In other words, teaching would take place in the "idioma/lenguaje vehicular". I think the phrase that best captures this in English is "classroom language", which is perhaps more precise than lingua franca - it may well not be a lingua franca - in practice - if there are many immigrant children in the classroom, but it will be the language used in the classroom.

This issue is hotly debated every day in Spain and especially when it comes to the "lenguaje vehicular" in Catalonia.
One thing is to receive classes "in" a given language and another is classes "of" a given language - in Catalonia virtually all classes are given in Catalan, making it the "lengua vehicular" (as far as public schools are concerned - there are private schools where the "lengua vehicular" is German, English, French...."
Castilian is taught as if it were a foreign language such as English, French....
So this is a more precise concept than simply a "standard language".
It specifically means the "language of instruction" - the language the pupils are taught in.
