Merci beaucoup

I avoided "against" because I thought that maybe the lack of authorization might lead to construction being impossible, but that it might not be possible to take recourse against the authorization itself... not sure if you see what I mean !

just a simpler way

third parties will have no recourse against these authorizations
Robert et Collins : "Il n'y a aucun recours contre cette décision" -> "There's no appeal possible/no rescourse against these decisions"

getting of the final and enforceable licences (enabling the performance of the project)

no third parties have challenged/objected to these permissions
is often what is meant in this sort of contract. "Permissions" being British, as in "planning permission", while "permit" would be better in the US, as in "building permit". They could also be 'authorisations' if they relate to something other than construction. Here, it seems they are talking about the extent of liability, depending on whether or not certain permissions/permits/authorisations are being challenged by third parties-- usually neighbours.
