This is from a section that describes what would happen in the case of a power cut.

Fire prevention. Thanks to a filter and an engine the air in the stairwell is kept "pressurized". In case of fire it makes sure that the flames do not spread.

The explanation sounds a bit different than mine, but I clearly remember dealing once with a scheme in which filter and engine were drawn.
