In a divorce, the husband is currently serving in Iraq and so not present in Germany for the proceedings. I get this paragraph (partial): "..betreffend die erheblich eingeschraenkten Zustellmöglichkeiten an Angehörige der US-Streitkraefte hat das Gericht die Antragsschrift öffentlich zugestellt"
Can i take this to mean that it was mailed rather than personally served? Or am I understanding this incorrectly?

served by publication? In the States, if someone's physical address can't be found and therefore they can't be personally served or served by mail, they are served "by publication", which is essentially a blurb in the local newspaper where they live. Perhaps this is it? Although, the idea of publishing in an Iraqi newspaper to serve a US soldier seems a bit absurd. :) Any more ideas?

You have 10 days from receiving the notification to file an appeal. I should note that in some cases the notification is deemed to be made even if you attempt to avoid receiving it. In some cases, such as when the claimant cannot find your proper address for notification, the notification is made by public announcement.
