: I like the idea, but in the context this would read 'and the local people who were toasting Russia' (nb not toasting 'to'). I think a toast is a single event - ie 'raise your glasses', rather than what seems here to be an ongoing celebration...

As this appears to be a poem do you prefer or need to be as brief as possible?
Also, be careful not to translate "coin" in the same way one might translate "quartier"... I don't know about others, but for me the word "coin" provides a sense of proximity.
I might write...." and the people on the block who were celebrating Russia...
