I wonder why this is the only instance of the term on Google, but the source (Fed. Court of Canada) is highly reputable. Cheers.

neutral Gillian Hargreaves (X) : I've come across examples (e.g. in the Quebec constitution) where the English version is very French-sounding and wouldn't normally be used by an English-speaker (even in legal jargon).
