This is not exactly a call for help with the translation, I just can't follow the logic of this article (which can be seen in full at http://www.vremya.ru/print/124661.html ). The article is praising what Abramovich has done, including his provision of ATMs, and goes on to say that difficulty in obtaining money has reduced alcoholism. So do Chukchi drinkers have problems getting money out? I would have thought ATMs would have made it easier to get drunk.

В довершение всего именно г-н Абрамович снабдил каждого чукчу пластиковой картой. Во всех населенных пунктах установили банкоматы. Сложность с получением денег привела и к снижению алкоголизма среди коренных жителей.

IMHO it's an optimistic view of life for you. If we failed to install an ATM network properly, at least the level of alcoholism diminished... Seriously, I don't think the problems with cash were deliberate - it's just our style of "business as usual" :)

Yes, that could be it. But I would have thought the article might have explained that this was restricting the supply of cash, not improving it. Maybe they thought that would be self-evident.

Imagine only one ATM installed in the most inconvenient place, in a rather large settlement, with limited supply of money... Do you get the picture? :)

Hi Jack, I think, the following quotation will provide at least partial answer to your question:

Please note that the above quotation concerns St.Petersburg. The situation must be much worse in small villages located far away. Also you should remember about the daily/monthly limits of the cards. In other words, it is not so easy to get cash in an ATM somewhere in tundra...
