Is this sentence complete? I can't make sense of it at all. Any ideas? Thanks

Yes, the sentence seems to be complete, although I admit that the drafting is quite awful. What they are saying is that the company may restrict the annual credit limit of the card [as far as I understand] with a 30-day advance notice to customers and with no restrictions other than those specified above. Hope this makes sense to you in light of your entire source text.
