It's the title of a type of engineering degree - I've found a reference to "environmental engineering for the territory" but "territory" sounds a bit strange to me.

Envornmental engineering
I've compared the Italian degree courses and the wiki description and they seem the same thing, an attempt to add in a word to translate territorio would just confuse, because territorio here just replicates "ambiente". These degree include things like slope stability and geotechnics but also waste disposal and urban planning as well as the science of construction.
