Not too sure on the meaning of this.
Can someone also confirm whether "des" is a typo after "la capacité de report" at the end of this paragraph, please
"En particulier, si les structures sont fragmentées la capacité à stabiliser une entente verticale est réduite (les producteurs et distributeurs ont de multiples possibilités d’arbitrage) et, quoi qu’il en soit, les effets potentiellement anticoncurrentiels en seraient limités en raison de la capacité de report des conserveraient les consommateurs."

theword" conserveraient" is clearly a hangover from an earlier text - should read "la capacité de report des consommateurs" - the fact that consumers have other options

I think switching is the usual term for going to hte competition or buying another product.

Customers/consumers will still have the option of switching

Regarding "des" -- This is almost surely a typo, and should be changed to "que".

The original phrasing was probably:
"capacité de report des consommateurs"

and then, somebody decided to edit this (perhaps to avoid having three nouns connected by "de" and "des") by changing the "des" to "que conserveraient" [les consommateurs] = "retained by [the customers]" "which the consumers would retain," "which would be retained by the consumers", "which the consumers would still have".

However, they forgot to delete the "des"!

What they're talking about hear is the ability ("capacité") of the consumers to communicate ("report") amongst themselves to compare the prices being offered by the producers and distributors, thereby limiting potentially anticompetitive effects.

So an idiomatic translation could be something along the lines of:
"in any case, its potentially anti-competitive effects would be limited by the ability of consumers to gather information."

the ability to look elsewhere

I think that 'capacité de report' here means the ability of consumers to buy, or look for their products elsewhere.

Also maybe it should read 'la capcité de report que conserveraient les consommateurs'
