i would say (vs. non-negociable): a fee that's fixed and cannot be negotiated vs. a fee that can be agreed upon by both parties.

: the context provided (and probably the English used) is poor, but imo, everytime the fee is compatible whith this approach, this approach shall be used.

Si le prix/honoraires (=fee) le permet(tent), on adopte l'approche de "realization rate", si non, une approche éventuellement décrite plus haut/bas s'applique.
Donc (non) reconcilable/conforme=(non) compatible/conforme
