In a legal document, what does "substantially" mean as in the following example?
The conditions that are to be met for the above action to take effect substantially include:
1. that ...;
2. that ...; and
3. that ....
Does it mean that all the important conditions are listed but there are possibly some minor points not included?
Or does it mean that some minor deviations are allowed from these conditions?
Or is it no different from "specifically"?
