: Nice that you noted expenditure; I'm not sure if the "formalness" matters, though. The method of approval is the quesion, I think. daijirin defines 稟議 as : 官庁・会社などで，会議を開くほどに重要でない事項について，案を関係者に回してその承認を求めること。

稟議 is a hard word to put into English, but I think 'internal approval' gives the sense of 稟議決済(の承認)

ここでは、「稟議決裁」ではなく「稟議決済」ですので、経費決済などに関わる稟議承認であることを明記する必要があるかもしれません。（文脈により明らかな場合もありますが）
稟議決済といえば、旅費や購買費などを「ジョブディスクリプションで承認権限が与えられている人物」の一人一人に賛否をたずねて承認を得る過程ではないでしょうか。いい英語表現、どなたか見つけてくださるといいですね。
