heatsink

"Heatsink" is the word especially as a component in electronic circuit. If you want to make use of the heat coming out of this piece, then heat radiator or something like this would be appropriate. But if you want this piece of remove heat from something else that generates (unwanted) heat, then heatsink is the word.
Peer comment(s):

agree Michael Fletcher : I would agree that in most cases where heat is generated either mechanically or electronically, that heat sink (two words) is likely the best choice.

Thanks Michael. I just checked to find a dictionary has it in two words, while Google hits about 3million with heatsink while about 2million with heat sink. Wikipedia lists both. I guess it is in transition to become one word.

agree Nobuo Kameyama : As I worked for a semiconductor maker for eleven years, a "heatsink" certainly rings a bell with me.

heat dispersion piece, component, element

放熱 is "heat dispersion" in English.
片 in technical jargon, means some sort of piece, part or attachment, and can be translated in quite a few ways, depending on the context. Some examples include:
piece, part, element, component, attachment, section, portion, etc.

...tough to say without more context.

Good luck.
Peer comment(s):

agree sigmalanguage : Or something like "heat dissipation fins"

agree Kurt Hammond : while normally I would use "heatsink", the original Japanese seems to point to a nuance that the author would like to emphasize heat radiation. I would say "heat dissipation element" . A heat sink is designed to "suck" the heat away rather than dispersing
