Here is the entire sentence:
なおA社とB社におけるゼロエミッションの定義は事業特性の違いから若干異なりますが、おおむね「事業活動で発生するすべての廃棄物を再資源化し、廃棄物の単純焼却、単純埋立をゼロにすること」と定義しています。
I'm curious if 単純焼却 and 単純埋め立て differ from 焼却 and 埋め立て in some way? Can one just say 'incinerated' and 'land filled'?

In "simple incineration", you just burn things. If you burn garbage and recover the heat energy for power generation (or perhaps for any other purposes), then it is not "simple" incineration. See p.36 of

I have no clear idea about what 単純埋立 is (or rather what it is not), but I am guessing that it is simple landfill for no other purpose of dumping garbage and leaving it at that. If you are going to level the ground and use the site as a park or something, it may not be "simple".
I believe this 単純 has a meaning. Their target is to entirely stop "simple" incineration, so this target will not preclude them from incinerating garbage (perhaps after some preprocessing) for power generation for their factories or whatever.
