One of my least favourite terms for translation! Can anyone help me determine what it means in this context?
Text about how companies measure their energy consumption. It says that if companies were to monitor energy use by department rather than just for the company as a whole they could - operativno analizirovat dinamiku energopotrebleniya na samykh energoyomkikh uchastkakh proizvodstva.
I don't think it means 'timely' here. Does it just mean something like 'usefully'?

I often have difficulty with this word too. Sometimes I have translated it as "as the situation demands", but here I think it means that they can analyze the process as it is actually happening.

in a responsive manner
Althought the "raw" meaning is indeed quickly or promptly, I have found that "оперативно" is often the closest equivalent for "respond/responsive/responsively" when translating from English, so I think it should also work backwards. The reason is that оперативно often has a "responding" part in it, i.e. the meaning is quickly (and yes, timely) responding to something rather than just quickly doing something.
In your case, I think оперативно means an ability to analyse energy consumption changes as quickly after they occur as possible, i.e. quickly respond to changes with an appropriate analysis.
Here are some examples (all drawn from different documents produced independently and by the speakers of British as well as American English):
Users will also require that [these statistics be far more timely] and for there to be a more responsive timetable for the production of estimates and projections. - Еще одно требование состоит в [] повышении своевременности и оперативности оценок и прогнозов.
It should be noted that in some cases public emergency services agencies may not be available to respond. - Следует отметить, что аварийные службы не всегда способны оперативно отреагировать.

In your case, I think оперативно means an ability to analyse energy consumption changes as quickly after they occur as possible, i.e. quickly respond to changes with an appropriate analysis.
