the verb "connaître" is often used in this way to avoid 'il y a/avait" - you have to turn it round and make it less impersonal in English.

neutral writeaway : too concocted sounding in English-not a very native sounding way of stating things. timid can't be replaced by bashful in this context.....

I feel that active is better than passive here.
Unless the democratization is being contrasted with another, interrupting action, the simple past is more appropriate than the past continuous.

btw. I tried google on "fledgling attempts" and It hit on "fledgling attempts towards democratization" in a Canadian website!

IMHO "a timide début" is cliché enough in French to warrant the journalese "fledgling attempts".
