Beholders now count as Evil Eyes, as they are eyes... And evil... They will update the Evil Eye legend and lore quest and the mastery strike awarded from that quest will work on them.

this is how I read it:
The game or part of the game is called "Evil Eye Legend/lore quest" - with the change of the "beholders" to "evil eyes" the game is changed/updated so that now the master strike can also be used on them (couldn't be used as long as they were "beholders").
