I would say that a ship LISTS through the action of something on board (cargo, passengers...) and HEELS due to an outside force (sea, wind...) however the OED doesn't make this distinction.

'The ship heeled over, to about 30 degrees, and then rolled a couple more times.'

Indeed, looking on the web, LISTED seems to be either more permanent or due to ship board causes:

prendre de la gîte is to list or heel over ( to lean over to one side; temporary condition when the boat turns about her longitudinal axis in response to a heeling force, usually the wind )

neutral kfpdavis : I would say, rather,"the ship listed", as being the phrase commonly used; however "to list" would mean to remain at an angle, whereas here, it seems, the ship rolled back and forth several times
