Swedish to English Law/Patents Law: Taxation & Customs
This is a website for a firm of tax consultants. One of the services they list is "rättsutredning".

The page mentions the complexity of the legislation behind the Swedish tax system and that there is sometimes a need to investigate a client's problems in depth in order to find a solution. The actual word, "rättsutredning", only occurs in the page heading, not the text.

It sure is common out there.
Naturvardsverket talks a lot about "utredningar" and refers to a legal review in the summary.
A legal opinion sounds more like the gist of a review; the conclusion.
BTW "opinion" is a false friend in Swedish/English so the reference from my colleague is questionable in that respect.
