someone who cheats on peole by selling second hand cars as if they were almost new. He does certain things to the car for people not to realize. But as the repairs are not permanent, the cars starts having problems soon afterwards. A crook?

Lots of other expressions too...but "crook" on its own is not quite correct - it's too general.
