Aaron was right. "Voluntariness" sounds a bit awkward. I wonder if we can use 'free will' here?

"Voluntariness" is an awkward English term in this context. In terms of legal contracts, I believe "willingness" would serve better here. Otherwise, I'd go with "voluntary compliance" or "voluntary adherence."

Since this is a PRC slogan, I believe its important to cite like sources in English that reference these terms.

If you really don't like the word "volunteerism," you could also use "free will," but for heaven's sake, do not use "voluntariness."

disagree Hualong Jiang : In a contract which requires the free exercise of one's will, there is no volunteers for communities at all. Both parties's intention is to make money, so you can see why contract parties can never be regarded as living Lei Feng's :).

You make a good point, but I still believe "volunteerism" is an appropriate translation in this case. The whole idea is that they are applying old party principles to current business contracts.
