What is key here is that these people are not paid in advance for anything, but only after each period of service has been completed. That is, payment for one's July salary (and any applicable additional allowances or indemnities as decribed in the article) is payable only after one has completed one's service for the month of January. There are, of course, other arrangements, especially in the private sector.
