Also, is it correct to say that a region is "created"?

The terms region and locale appear to be used differently within the manual. From what I can tell locale refers to the location of the user and region refers to the location of the devices.

The writing is not terribly clear, but this is what they mean. They are saying that currently the system is standardized onto G.711, but they want to make more regions in advance to prepare for future expandability to accomodate different types of devices

It is better to say Make instead of
translation: Codec is integrated with system and G.711. However make a Region for each Device type in advance after considering it’s future expandability/scalability.

codec G.711 is compatible with the system

The information in this document is based on Cisco CallManager 4.0(1)sr2, but the concept applies to anyCisco CallManager release where regions can be created....
The codec is now G.711. This is used for the MoH transmission:. Cisco − CallManager MoH uses G.711 Codec while Voice Calls use G.729 Codec ...
