letters or characters???

This is a VERY elementary question, but are Arabic writing units called letters or characters?

letters

character: a letter, number or any other mark or sign used in writing. eg (1, 2, 3, a, b, c, ?, !)
letter: any of the set of symbols used to write a language, (representing a sound) in the language. (a, b, c, أ, ب,ت)

Every letter is a character, but not every character is a letter

A letter usually refers to one of the alphabetical units that children recite in kindergarten and according to which dictionaries are alphabetized. They are the primary building blocks of written words.

A character is any element produced by any key stroke. They include letters, numbers, diacritics, ligatures, punctuation marks, and other special signs (astrisks, mathematical signs, monetary units, etc.).

The two terms are often used interchangeably.
