These terms appear as descriptions of types of waistbands of ladies pants.

I understand that 'set-on' can be フック留め, ボタン留め or whatever, but I cannot come up with a general term that covers all.
Pull-on can be プルオン, but there might be a better term.

Any suggestions?

In a nutshell, it's a matter of whether the band or pants' waist is elasticized or not.
If not elasticized, most of them has to be secured onto the waist by hook(s) or button(s). As you know suspender belt is not somthing popular among womem.
If it is made expandable by rubber or similar material, keeping it in place would be much easier.
Pull-on designs became popular as they are so easy to wear on and off.

I don't think there is no one-size-fits-all expression for this as it appears that is what you are seeking. These are two opposing type of ways to secure them on the waist.
One is completely different from another. So there is no way to lamp them together under one term, I think.

One more thing --- Japanese term for hook is ホック, therefore ホック留め would be more appropriate.
