I know what ADEME is (Agence de l'Environnement et de la Maîtrise de l'Energie), but since this text so far has nothing to do with cars, motors, engines, etc. - I want to make sure there's not another possible meaning for "gestion des moteurs" before assuming anything. In terms of cars, it could have to do with emission control. What do y'all think?

Taking ADEME into consideration and the fact that the word “moteurs” has a wide range of usage in French, I believe the moteurs refers to = driving forces = forces (of wind, sea, etc, the environment, natural forces, )
I took away the flourish from the text and read it as: The extension(complement)…and the search(quest)….focuses on the tools of management of the forces.
In Australian where vanes are used to harness energy, this could be referred to as “tools of managements of the forces, where water is overflowing its bank, barriers?, dams? built to contain them could be referred to as “tools of management of the forces”. Etc.
