This is a suggestion! I lived ten years in Spain and what the term in parenthesis seems to refer to is a sub-office or section within a general office. The problem with 'directorate' as a term is that in English it has few real applications, whereas the Spanish is used for head offices of all sorts in public administration. It also depends on the function of the target-language document: if the receipient needs to actually use the services indicated, the name will have to be included in the source language.
