How could I translate this concisely? I thought of "finance and revenue expert", but that seems too amorphous, as does "financial adviser" (too personal/individual). It's in the context of a non-profit, regional economic development organization, that benefits from the input of this expert, who also advises other similar organizations, and is paid by yet another, umbrella organization. Any ideas?

So glad I asked! Sue: that sounds much, much better than what my mushy mind was cooking up. Sometimes after working on a text for a long time, I feel like I'm swimming in a small little mudhole of words, and I just need to reach out and get some new ones!

The context is that of underdevelopped countries, a context in which many people are deprived of revenues...The job thus does not consist in enhancing, advising, "capitalizing" businesses (or even creating them) in the ways that are understood in New York or Paris...The task is to create, on the basis of available local human and material resources and with the help of certain financial institutions (micro-loans and so on) activities capable of generating incomes for those people...
