Här får man lära sig grunderna i hur handlingar och dokument administreras och handläggs, hur klassificering av ärenden går till etc.

What is the difference between "handling" och "dokument" i detta sammanhang?

this relates to a company that makes 'case management' software for public agencies (e.g. tullverket, Kulturforeningen, osv). throughout the document they have been taling about "ärenden" (cases) and "handlingar" (documents). But in this case they using "handling" to mean an event? shows up in the administrator's inbox.

At least in the the list of "arkivord" produced by the "Stadsarkivet", "handling" and "dokument" are synonyms

handling - framställning i skrift eller bild samt upptagning som kan läsas, avlyssnas eller på annat sätt uppfattas endast med hjälp av tekniskt hjälpmedel

However Christine is right in pointing out that "handling" can also mean "deed". In your context, "handlingar" could also mean "dossiers"

I will stick my neck out and say there is no real difference. I suspect it is just legal pleonasm, and 'documents' should suffice.

deed or legal instrument

Gullberg suggests a deed or legal instrument as well as a document - which is a wider term including records that are not so formally binding.
