I guess that's how you would say it. I've never heard of a blind tailor (my grandfather was a tailor in Ukraine, but he wasn't blind)

The taylor sewed by touch. - В предложении говориться что он именно шил на ощупь, а не гладил и резал, и т.д. Может у него были помощники :)
He would grope the outline, and cut by touch (or by feel).

use extraordinary tactile and space senses in tailoring without clear vision

It seems to me that to make stitches without vision at all is unrealistic, but to cut out fabric is possible for gifted and very experienced person.
