: Googling "adoptive Londoner" shows that this is not a common phrase / Come on, Andrew. That addendum of mine was merely a "wenn überhaupt ..."; I stand by my original solution/proposal. And I didn't "savage" anyone, I was just expressing my reservations.

Having savaged three other answers here and 3hrs after presenting your own version, you now propose a formulation that includes ‘adopted’. http://www.bacit.org/whenyoureinahole.html

Or:
Berliner by choice
Perhaps also because the Japanese have closer relationships with their toys, says the 35-year old. Barbie dolls are in fashion, but dolls with Japanese faces are also very much loved. To the Berliner-by-choice, her German toy was even worth paying1,000 DM reward for.

: sorry, I have never seen this phrase in the many artist bios I have read over the years; this is a direct rendering of the German phrase; CL4?

I think you're stuck with a longish circumlocution....
With his first album, XXX, raised in M but now living in his adoptive town of Berlin xxx, .... the jazz world
All the other expressions sound fabricated and translated
Germany can be his adoptive country and Berlin his adoptive town

To Francis, he might just be there professionally and not as a matter of choice - if we're splitting hairs. Why the aggro?

: If "With his first album ..." doesn't sound fabricated ("Berlin-based"?) and translated, then I don't know what does ;-) / This is about a musician, not an asylum-seeker; obviously they're there by choice; it's just a phrase the Germans like to use ...

it was only an example - it's not my job to do this translation - based in Berlin is missing an essential item of info - that he lives there by choice - that said, I agree about relocation -whence this "lame" attempt to get a point across

... based in Berlin ...
- (Born and) raised in Milan and now based in Berlin, YY's debut album XX has wowed the Jazz world/scene...
BUT I often get stuff like this, and generally reallocate certain information elsewhere in the paragraph.
e.g.:
"Milan native" in one sentence and "based in Berlin" or "Berlin-based artist" in another sentence ...

--------------------------------------------------
You could also use "Berlin resident", depending on the rest of the paragraph ...

If anything, then "adoptED home of Berlin"

: Certainly agree re. spreading the info about in the paragraph - it almost always reads a lot better. What's a Wahl-Berliner anyway? If he's living there, we have to assume it's by choice. Or have they finally walled in psycho-city again?

Exactly my point. (Too late to re-erect the Wall - the Rheinländer et al have taken over already; now more superficial than psycho, sadly...)
