I would use seema pargaman (सीमा पारगमन) in place of just seema paar as this would mean across the border in Hindi, whereas what is meant here is the action of crossing the border.

neutral Arun Singh : I feel that we both are wrong, I think border crossing word is used similar to Road crossing, means a place from where borders of 2 countries are crossed legally.

according to asker it is aterm under custom heading. so there is no doubt that this border is only the border of a country which is 'sarhad' or 'seemaant' in hindi.
