2）指光会嘴巴说说，没有什么实际行动，可考虑pay lip service, 如Both sides of the Straits need to stop paying lip service，或practise what you preach,如Both sides of the Straits need not preach but practise.
3）指随便说说而已，不可当真（闲扯），则可考虑...need not shoot the bull/breeze
