I'm not quite sure of the exact terms in English, clientes cualificados refers to customers to pay a fixed minimum amount for their electricity every year. So I'm guessing that the clientes a tarifa could be meter uses??

Se entiende por consumidor cualificado todo aquel consumidor que puede adquirir la energía eléctrica en cada momento por otros procedimientos diferentes al consumidor a tarifa.
Tendrán la condición de consumidores cualificados aquellos cuyo volumen de consumo anual supere los 5 GWh por instalación o por punto de suministro
