This certificate is issued in pusruance of Marriage which provides that any certified copy of an entry purporting to be sealed or stamped with the Seal of the Registrar-General shall be received as evidence of the marriage to which it relates.

From a copy you can't tell if a paper has really been stamped and sealed. It is only "appearantly" so. English synonyms of purporting are amongst others "claiming" and "asserting".
