Here it's a type of ring. I suppose cameo can be applied to other types of jewelry as well.

I always thought of it as a ring with a profile of a woman on it.
Sufficient, well, we would need more context, what is said just before your sentence here.

Sufficient for a "proper" engagement ring; no need for anything more extravagant/expensive.

Very often cameos are used as pendants, but here I suppose it's a ring with a cameo in the centre and pearls all around. Mrs. Welland must be talking about another type of ring (different setting ,more expensive?) because Mrs Mingott refers to the old days when a cameo was "sufficient". The meaning of "sufficient" should be clear from the context. The might be talking about a present, or the meaning might be "good enough", as a juwel.
