I keep finding this translated as "harness-maker," which doesn't seem likely in this context where a special settler is working at the лХЪОЕГЛЙК нЕФБММХТЗЙЮЕУЛЙК лПНВЙОБФ. I thought perhaps they were using horses there at the time (the 1930's); however the text mentions the worker was involved in repairing conveyor belts. Any suggestions? Thanks!

I believe this is a somewhat obsolete word. It refers to someone who makes harnesses, and specifically deals with the metal parts of the harness. FWIW.
