: I think it means all room where you can get water from a tap (kitchen, bathroom, laundry, etc) Potentially all room in a house can have water piped through them for the central heating, but that doesn't make them wet rooms

Rather than room, I beleive the correct technical term in this case is area. From the Penguin dictionary of bulding.
a wet area is a room, such as a bathroom or shower, with water-resistant finishings, such as tiling.
Wet Areas
Kitchens, bathrooms and laundries are known as 'wet' areas and need special protection from steam and moisture. In these areas an easily cleaned surface is desirable.
