: Without additional context, perhaps showing that the speaker is misusing the phrase, you are translating a diff phrase: something like "как он себя подает/представляет"//Olga's version means roughly "как его видят другие".

A possibility
It's possible that the speaker is using "то, что он из себя представляет" in the meaning of "то, что он О СЕБЕ представляет", аs in "Что Вы из себя представляете? Думаете Вы тут главный?" Strictly speaking, such usage is not correct but too many people do it anyway. If that were the case, then the translation would be something like: "what he thinks of himself":
"Well, here you are right[, of course]: a man is not what he really is but what he thinks himself to be".
"Well, here you are right[, of course]: a man is not what he really is but what he thinks himself to be".

How is it confusing, spanruss? If my idea of how the speaker is using the phrase is wrong, then my translation is dead wrong, but it's hardly confusing.

Представлять - это происхождение в голове, не в наружности, а именно в чем разница в вашем предложении - между явлением и представлением, между видом и внутренным взглядом.
