IUCN statement on the EU Nature Restoration Law

IUCN (International Union for Conservation of Nature) is deeply concerned about recent developments in relation to the EU Nature Restoration Law. IUCN firmly supports the adoption of an ambitious EU regulation on nature restoration for the benefit of people, nature, and the EU economy.
The Nature Restoration Law is a once in a generation opportunity to take a bold step towards a better future for European citizens and the EU internal market. Financing the restoration of nature is fundamental for our economy as every euro invested returns €8 to €38 in benefits. Moreover, nature restoration is crucial for our resilience as we experience the proliferation of droughts, wildfires and floods in Europe. Failing to adopt the Nature Restoration Law will have negative long-term consequences on the economy and on people, while weakening the EU’s proven global leadership in environmental policymaking. Conversely, an EU regulation for the restoration of nature would be a linchpin for the implementation of international commitments and sets a benchmark for any similar regulations adopted elsewhere.
Healthy ecosystems are key to achieving the climate and biodiversity goals that the EU committed to under the Paris Agreement, the Kunming-Montreal Global Biodiversity Framework, and its own flagship European Green Deal. The EU has stated that it aims to be a “global leader” in multilateral environmental policymaking and thus what happens at the EU level necessarily impacts other policy contexts. This new EU legislation would be a vital step towards achieving this goal. In this context, it is important to recall the European Parliament resolution from January 2020, calling for “[…] a clear global conservation objective for 2030 of at least 30 % of natural areas and the objective of restoring at least 30 % of degraded ecosystems that can be restored should be enshrined in the post-2020 framework, and that the EU should set similar objectives domestically”. The EU’s commitments resonate even more strongly following the adoption of the Kunming-Montreal Global Biodiversity Framework at CBD COP15, where the EU clearly demonstrated the strength of its global leadership.
EU Member States have already committed to move forward with this proposal. Scientists, businesses, farmers, hunters, anglers, the renewable energy sector, cities, NGOs and youth have come forward in support of the proposed regulation. IUCN joined these voices in sending three letters to the key EU institutions (European Commission, European Parliament and Presidency of the Council of the EU). With this statement, IUCN reiterates its firm endorsement of the regulation.
Protecting nature while ensuring sustainable development and people’s wellbeing is at the core of IUCN’s mission. Over the past 75 years, IUCN has been one of nature’s strongest advocates, bringing together stakeholders from all sectors. At this critical juncture, the EU regulation on nature restoration is an essential law that must not be delayed.

L'UICN (Union internationale pour la conservation de la nature) est profondément préoccupée par les récents développements concernant la loi européenne sur la restauration de la nature. L'UICN soutient fermement l'adoption d'un règlement européen ambitieux sur la restauration de la nature au profit des personnes, de la nature et de l'économie de l'UE.
La loi sur la restauration de la nature est une occasion unique de faire un pas audacieux vers un avenir meilleur pour les citoyens européens et le marché intérieur de l'UE. Le financement de la restauration de la nature est fondamental pour notre économie, car chaque euro investi rapporte entre 8 et 38 euros de bénéfices. En outre, la restauration de la nature est cruciale pour notre résilience alors que nous connaissons la prolifération des sécheresses, des incendies de forêt et des inondations en Europe. Ne pas adopter la loi sur la restauration de la nature aura des conséquences négatives à long terme sur l'économie et sur les personnes, tout en affaiblissant le leadership mondial avéré de l'UE dans l'élaboration des politiques environnementales. Des écosystèmes sains sont essentiels pour atteindre les objectifs en matière de climat et de biodiversité que l'UE s'est engagée à atteindre dans le cadre de l'accord de Paris, du cadre mondial Kunming-Montréal pour la biodiversité et de son propre pacte vert pour l'Europe. L'UE a déclaré qu'elle visait à être un « leader mondial » dans l'élaboration des politiques environnementales multilatérales et que, par conséquent, ce qui se passe au niveau de l'UE a nécessairement une incidence sur d'autres contextes politiques. International Law and Justice
Among the greatest achievements of the United Nations is the development of a body of international law, which is central to promoting economic and social development, as well as to advancing international peace and security. The international law is enshrined in conventions, treaties and standards. Many of the treaties brought about by the United Nations form the basis of the law that governs relations among nations. While the work of the UN in this area does not always receive attention, it has a daily impact on the lives of people everywhere.
The Charter of the United Nations specifically calls on the Organization to help in the settlement of international disputes by peaceful means, including arbitration and judicial settlement (Article 33), and to encourage the progressive development of international law and its codification (Article 13).
Over the years, more than 500 multilateral treaties have been deposited with the UN Secretary-General. Many other treaties are deposited with governments or other entities. The treaties cover a broad range of subject matters such as human rights, disarmament and protection of the environment.

This section reports on how worldwide climate change is increasingly affecting marine, freshwater and terrestrial ecosystems and ecosystem services, water and food security, settlements and infrastructure, health and well-being, and economies and culture, especially through compound stresses and events. It refers to the increasing confidence since AR5 that detected impacts are attributable to climate change, including the impacts of extreme events. It illustrates how compound hazards have become more frequent in all world regions, with widespread consequences. Regional increases in temperature, aridity and drought have increased the frequency and intensity of fire. The interaction between fire, land use change, particularly deforestation, and climate change, is directly impacting human health, ecosystem functioning, forest structure, food security and the livelihoods of resource-dependent communities.
Climate change impacts are concurrent and interact with other significant societal changes that have become more salient since AR5, including a growing and urbanizing global population; significant inequality and demands for social justice; rapid technological change; continuing poverty, land and water degradation, biodiversity loss; food insecurity; and a global pandemic.
