Технические термины в английском языке бывают на редкость простыми, особенно когда дело касается транспорта. (особенно в США)

"Ring" может относиться к отверстию через которое высыпается груз, а в данном контексте говорится о форме кузова(вагона). Я думаю, что "ring" в этом случае не понадобится.

You know, Andrew, this term is very confusing. After second consideration and checking on the Internet I come to a conclusion that
"rounded lower belt" makes no sense here.
Rather, it's "a rounded body bottom" (Which, at least, makes sense to me), see here:
