Brezhnev writes this sentence while musing about missile development, particularly solid-fuel vs. liquid-fuel missiles.
I can't find this term in Novichkov's 2-volume R>E Aerospace Dictionary or any of my other printed or on-line sources.

Well, X-22 (AS-4 "Kitchen") that I gave as an example here, was fitted with fuel cells in around late 60-s. Presuming that Brezhnev could have been talking about some new developments, this technology may have been known in 1964.

Should be liquid-propellant missile. "Ampoule" here is a type of fuel loading system, like in X-22 (http://rbase.new-factoria.ru/missile/wobb/x22/x22.shtml). See also US Pat. No US6226980 B1 (http://www.google.com/patents/US6226980)

By the logic of it, it should be liquid fuel, as in liquid in the ampoule. Either way, I wouldn't put much stock in Brezhnev's expertise in anything.

Fuel cells here are not power sources; hazardous fuel is divided into components, which are encapsulated in separate containers (cells), then combined.
