Both staff & personnel, may I darerepeat, have their proper "standing":

those who assist their superior in carrying out an assigned task; The full complement of properly approved employees’ positions in an enterprise/business, institution, or organization

Personnel:
the whole body of persons employed by or active in an organization, business, or service;

Staff is more professional than personnel and, therefore, is the appropriate term for “кадры”

In brief, “mamagerial staff” is more appropriate term than “administrative personnel” in translation of “управленческие кадры”

Пляшем от противного (причем очень «противного»): как переводится с английского канцелярско-бюрократический термин «capatity building»? «Создание потенциала»? Многие так и переводят, но я для себя нашел другую формулу: «создание кадровой базы». Варианты: «создание кадрового резерва / фонда». Иногда – экспертного сообщества.
В нашем случае имеются в виду не просто эксперты («subject matter experts»), но управленцы – «managers» или «executives». Отсюда и предлагаемый перевод, который сразу ориентирует читателя в нужном нам направлении: "management capacity building". При этом переводим не "резерв", а "подготовка ... резерва". Хотя есть и другие варианты.
