I would not use the english 'pool' here for пул as I believe the term was used in more general meaning (a group with common interests or smth like that).
I would even guess on using the word "bid' - like that group was bidding in some tender ('konkurs') and then, when their bid was obviously deemed to win the tender, the latter was отменен.
