Думаю, что переводчик не зря для верности вставил английские слова в статью, на которую Вы даете ссылку.

"...Эти вопросы представляют собой две распространенные задачи распределения (allocation issues)..."

Удалось найти правильное название первоисточника с содержанием. Интересующий нас текст -- это подзаголовок четвертой главы
