That's a ventilation well, (often a light and vent well), with a grille on top. The essence of it is that the well is outside the building perimeter, providing natural ventilation.
Similar to a coal chute, but for the grille and the (secure) vent opening in the wall is higher, not at the bottom of the chute, otherwise water could get in.
