The text says that the fixed prop shaft has been replaced with a hydraulic drive motor in the rudder.
This means that instead of using a conventional rudder to steer the boat, the propeller itself is turned, thus giving the necessary side thrust to guide the boat.
Because the solution is similar to the propulsion units known as "Z drives" (which make the boat extremely maneouvrable) they refer to the 'Z effect'.

Generally Welle means shaft, normally mounted at the back of the boat delivering driving through propelling mechanism, and starre is stiff or rigid, which could mean that this rigid shaft mounted has no monitoring or manoeuvering, whereas from the contact Z- Effect as I take, could mean a meanoeuvarable shaft probably using some sort of gripping mechanism to change the direction of progression.
