There is not much contex here. The word is taken from a contract for the supply of Brennelemente - fuel elements - for a nuclear power station. Vorlaufbrennelemente are simply mentioned in a list ofitems purchased.

The reactivity in a reactor core varies over time. Thus the characteristics/reactivity of the initial fuel load or charge may well be different from subsequent charges.
