For Haftbeize, Google produced a reference to a Wiley-Interscience publication mentioning a cyanide-free anticorrosion treatment, but I could not find further details. From the context you cite, "adhesion-promoting agent" seems to best describe the function. "Mordant" is also a possibility (Chambers Sci & Tech Dictionary: preparation to aid paint or gold-leaf adhesion), but the more common meaning is in dyeing, so probably to be avoided here. In the metallurgical context, "pickling solution" is possible.
